Relating to prohibiting the screening of coal mined in the State where the mining of such coal is paid for by the quantity mined, before it is weighed and checked; requiring the use of standard scales; giving to the miners employed in such mines the privilege of employing a check-weighman at their own expense; providing for the convenient location of scales and prescribing penalties for the violation of the provisions of this Act.
