Relating to establishing a prison system and declaring the policy of the State with reference thereto; to provide for the control, management and treatment of all prisoners sentenced to the penitentiary; to provide rules and regulations for the government and conduct of such prison system; to provide for a Prison Commission; declaring the financial policy of the prison system and making an appropriation for the maintenance and operation thereof; making an appropriation for the payment of the indebtedness of the prison system; providing that prisoners and ex-prisoners shall be permitted to testify in certain cases; Repealing Chapters 1 and 2 of Title 104, Revised Civil Statutes of 1911.
