Relating to requiring individuals, co-partnerships, partnerships, associations and corporations and corporations engaged in the business of a retail malt dealer, and wholesale dealer, and wholesale distributor of spirituous and malt liquors, to file an annual report with the state comptroller, showing an ownership of property and contributions for political purposes, providing a penalty.
