Relating to amending the Revised Civil Statutes by adding thereto Article 5730a, providing that when the people of any county or subdivision thereof vote on local option and it is defeated, the people may petition the Commissioners' Court and ask for an election to determine whether or not the sale of intoxicating liquors shall be confined to unbroken packages, and the drinking of same be prohibited on the premises where sold.
