Relating to authorizing the sterilization of a certain class of criminals, lunatics and epileptics and syphilitics and persons with a hereditary tendency to congenital diseases of mind or body, who are now or may hereafter be confined in any eleemosynary or penal institution; and providing for the appointment of a board to decide in what cases sterilization in advisable.
