Relating to amending an Act providing for the organization of companies for the purpose of growing, preparing for market, and selling rice or any other agricultural products with the power to construct, maintain and operate dams, reservoirs, lakes, wells, canals, flumes and laterals as are necessary for irrigation and or cultivation.
