Relating to proposing that Article 16 of the Constitution of the State of Texas be amended by striking out and repealing Section 20 thereof, and substituting the following: Except for medicinal and sacramental purposes, the manufacture, sale, gift, barter, exchange and intrastate shipment of intoxicating liquors shall be prohibited.
