Relating to providing for the organization and government of irrigation districts, and to provide for the acquisition or construction of canal systems and storage reservoirs for the irrigation of lands embraced within such districts, and to authorize the issuance of bonds and levy of tax, and granting the right of eminent domain to such irrigation districts.
