Relating to amending Article 485, Chapter 1, Title XIII (13) of the Penal Code of 1895, relating to control by Commissioners Court of the streets and alleys of unincorporated cities, towns and villages, and incorporated cities, towns and villages having no de facto or acting municipal government, declaring such to be public roads of the first-class.
