Relating to putting an annual tax on common carriers acting as agents for the delivery of intoxicating liquors; fixing the penalty for acting as such agent without having obtained the permit and paid the annual tax required by this Act, and exempting common carriers from the pains and penalties of law for refusing to accept for shipment any intoxicating liquors destined to be delivered at any place situated in any district, city or town, or county in which intoxicating liquors are sold in violation of law.
