SB 8, 38th R.S.
Relating to providing that if any sheriff, deputy sheriff, constable, deputy constable, ranger, city marshal, chief of police, policeman, or any other public officer in this State, having under arrest or in his custody as prisoner any person, shall torture, torment, or punish any such person by inflicting on him any mental or physical pain for the purpose of making such person or attempting to make such person confess any knowledge of the commission of any crime, such officer shall be deemed guilty of a misdemeanor and shall be punished as hereinafter provided.
