HB 328, 39th R.S.
Relating to regulating the operation and management of public utilities by cities and towns with a population of more than one thousand (1000) inhabitants, whether incorporated under the general laws of Texas or operating under a special charter, owning and operating a public utility or any public utilities, shall operate and manage, and appropriate and expend the income from such utility or utilities.
