Authorizing the Commissioners Court of Dallas to establish and enforce subdivision development standards in unincorporated territory of Dallas County, except in areas wherein a city, by ordinance, has assumed jurisdiction for subdivision standards within its extraterritorial jurisdiction; providing for the submission of plats; providing for development specifications; providing for the subdivision filing fees, providing for construction standards, bonds, building permits, and on-site inspection.
