Relating to the sentencing and commitment of certain delinquent children to the Texas Youth Commission, to the transfer of those children to the Texas Department of Corrections after a hearing by the Juvenile Review Board, and to the age at which a child may be transferred to a criminal court for prosecution as an adult.
