Providing that payment of royalties on oil and gas and all related payments, fees, and penalties for the benefit of the Permanent University Fund be made to the Board of Regents of The University of Texas System instead of to the Commissioners of the General Land Office; substituting the Board of Regents of The University of Texas System for the board for lease in certain circumstances; making conforming amendments.
