Relating to the reorganization of the "Dallas County Levee Improvement District No. 16" and its change of name to "Farmers Branch-Carrollton Flood Control District"; providing the rights, powers, duties, and functions of the district and its board of directors and other personnel; providing for financing; providing for the district's bearing the expense of relocation or alteration of certain properties; providing for elections for issuance of bonds and levy of taxes; providing procedures for the issuance of bonds, their terms, security, and use of proceeds; providing for issuance of refunding bonds and notes; giving cities in which the district is situated authority to dissolve the district under applicable laws.
