Relating to the authority, duties, and powers of municipalities to implement community development programs; declaring the objectives of certain activities undertaken to implement community development programs to be public purposes; providing procedures for implementation of such community development programs; relating to certain rights; specifying the scope and effect of this Act and its relationship to other laws, powers, obligations, or rights; validating and ratifying certain previous proceedings implementing community development programs.
