Relating to certification of the genetic purity and identity of seeds and plants; relating to the composition, powers, and duties of the State Seed and Plant Board and expenses of members; relating to the powers and duties of the commissioner of agriculture; relating to the licensing of producers of certified classes of seeds and plants; relating to the registration of plant breeders; relating to the registration of certain varieties of cotton; providing for certain fees, their deposit, and use; providing for regulation of seeds and plants shipped into the state for distribution; providing for appeals; providing effective dates for this Act and for certain performance and reports of the board.
