Relating to the reponsibility for the adminsitration and enforcement of state building standards designed to aid and assist the physically handicapped with respect to buildings and facilities under the jurisdiction and control of the Board of Regents of the University of Houston, the Board of Regents of Texas A & M University, and the Board of Regents of Texas Tech University; repealing all laws in conflict.
