To amend Paragraph 5, Section 1, Article 3.02, Texas Insurance Code, by changing the capital and surplus requirements for the incorporation of certain insurers; to amend Section 2 of Article 3.02, Texas Insurance Code, to provide an exemption from such requirements for certain insurers.
