Amending Section 2 of Article 8309 of the Revised Civil Statutes of Texas, 1925, as amended, so as to authorize financially qualified employers to be their own insurance carrier of workmen's compensation, subject to certain conditions and regulation by the State Board of Insurance; providing for severability.
