Relating to certain insurance policies covering newborn children and including maternity benefits; prohibiting certain limitations as to time covered or limitations or exclusions in regard to congenital defects; providing for rates; providing an effective date and methods of compliance by insurers; amending Section 2, Chapter 397, Acts of the 54th Legislature, Regular Session, 1955, as amended (Article 3.70-2, Vernon's Texas Insurance Code), by adding a new Subsection (D); and declaring an emergency.
