Declaring the public policy of this state relating to land resources; providing for the establishment of the Texas Land Resource Commission to operate for a limited time; providing for an inventory of land use, capabilities, and associated characteristics; providing for the development of a comprehensive land use plan; providing for the implementation of a lad management program to be completed in three phases with submission of periodic reports to the legislature and the governor; providing for intergovernmental cooperation, public participation.
