Authorizing the commissioners courts of certain counties subsequent to the approval by referendum of a majority of those voting in said referendum, to adopt the hereinafter described County Land Management Act, to establish and enforce subdivision development standards and construction standards in certain unincorporated territory with the exception of certain agriculturally-related structures and facilities; excepting lands and structures included in plans and applications designated or approved by the United States Department of Housing and Urban Development pursuant to federal law; prescribing the powers and duties of commissioners courts; authorizing the requirement of performance bonds; providing penalties; providing for severability.
