Authorizing the Parks and Wildlife Department to issue licenses for shellfish culture; requiring a license for shellfish culture; defining terms; establishing license fees and requirements for licenses and bills of lading; requiring record maintenance; permitting harvest at any time, at any size, by any means, and permitting sale; requiring permit for handling exotic shellfish as defined by this Act; requiring certification of disease free exotics; authorizing the Parks and Wildlife Department to issue permits for collection of broodstock; repealing existing and conflicting laws; providing severability; providing a penalty for violation or failure to comply.
