Relating to venue so as to provide that actions founded upon an obligation of the defendant for goods, services, loans, and extensions of credit intended primarily for personal, family, or household use must be brought in either the county in which the defendant signs the contract, or in the county in which the defendant resides at the commencement of the action; and declaring an emergency.
