Relating to requiring deposit of security and proof of financial responsibility after the Department of Public Safety makes a finding, after a hearing, if requested, that there is a reasonable possibility of a judgment being rendered against a vehicle owner or operator as a result of a vehicle accident; amending Section 5, Texas Motor Vehicle Safety-Responsibility Act, as amended (Article 6701h, Vernon's Texas Civil Statutes); and declaring an emergency.
