Relating to accident and sickness insurance; prohibiting the exclusion of benefits provided for mental illness or mental retardation on the basis that the care or treatment is provided in a tax supported institution of the State of Texas including Community Centers for Mental Health and Mental Retardation Services; and providing an effective date.
