Providing for economic and efficient public transportation facilities, systems, and policies through regional public transportation districts; making findings and defining terms; providing for the creation of the district through an election procedure; providing for the management through a district board; conferring powers on the district and its board, including the power to enter into agreements, the power to establish and maintain rates, fares, tolls, and charges, the power to accept grants and loans from the United States, the State of Texas, and other sources, and other powers; providing for the financing of the district through pro rata contributions from participating counties and municipalities, bonds, fares, tolls, sales tax, and grants; providing for an annual budget and the issuance of certificates of indebtedness.
