Relating to the power of commissioners courts to adopt ordinances after approval at elections called and held for that purpose; prescribing the voting requirements for such approval; excluding from the application of the ordinances the area within the limits of incorporated cities or towns; limiting the exercise of the power within the extraterritorial jurisdiction of incorporated cities and towns; declaring ordinances of certain types invalid.
