Relating to the creation of the Local Educational Equalization Fund; providing for the dedication of certain sales tax receipts to the new fund, providing for the allocation and distribution of equalization funds to school districts; providing for maximum school district ad valorem property tax rates and assessment percentages; increasing the rate of the Limited Sales, Excise and Use Tax Act; exempting from the tax increase certain items contracted or bid for before the effective date.
