Relating to providing for the combining of the public welfare service now administered by the Board of Control through the Texas Relief Division, the Division of Child Welfare, and the Division of Eleemosynary Institutions and for the administering of these services by the Division of Public Welfare of the State Board of Control, which is herein created.
