Appointed 4/6/1889 pursuant to resolution by Sen. Davis "that a committee of five Senators be appointed by the President to inquire and report immediately what employes of the Senate shall be retained after the close of the session to perform any work, what the work shall be, for how long each shall be retained and the pay of each" (Senate Journal, 21st R.S., p. 759).
