- To monitor all activities and have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 19.
- To study the prevalence and effects of the use of drugs and other toxic substances by workers on the job.
- To study the effect of undocumented workers on employment wages in Texas.
- To study the history, concept, necessity for, or the lack thereof, and implementation of prevailing wage in Texas.
- To study personnel policies for state employees, focusing on grievance procedures, career mobility, allocation and use of merit raises, accuracy of job descriptions, and the use of four-day work week in client or service-oriented agencies.
- To study the effects of implementing dues deductions for public employees.
- To study the existence and enforcement of safety regulations in construction and oil field industries.
- To study employment issues relating to farmworkers, focusing on labor-management relations between farmers and farmworkers with and without collective bargaining.
- To monitor the unemployment compensation fund, studying patterns of benefit usage and tax revenues.
- To study the possible causes and remedies for unemployment, including a review of the Job Training Partnership Act, work-sharing programs, and health insurance benefits for the unemployed.
