SB 290, 20th R.S.
Relating to incorporating the city of Galveston and authorizing the construction of sea-walls and breakwaters, and for that purpose authorizing the exercise of the right of eminent domain, the issuance of bonds, and the levy of a tax, and granting in aid of said works certain rights and privileges in and to the land upon the gulf shore opposite said city from the southwest corner of the city league to the east end of Galveston Island.
