SB 78 Caption: Relating to amending the Election Code of the State of Texas relating to assessments and filing fees of candidates in primary elections; changing the basis of assessment and the method of payment of the filing fee for candidates for Justice of the Court of Civil Appeals in primary elections; fixing the filing fee for the office of Lieutenant Governor; fixing the time for payment of fees.
SB 94 Caption: Relating to amending certain Acts by excepting from the definition of "Motor Carrier" and "Contract Carrier," and exempting from the provisions of such Acts any person transporting fresh iced fish or shellfish from coastal production-landing points to packing or freezing plants upon the filing of certain insurance; providing for the repeal of all laws and parts of laws in conflict with this Act; providing that if any section, sentence, clause, phrase, word or part of this Act be held invalid or unconstitutional it shall not affect the remaining portions.
SB 159 Caption: Relating to changing the name of Willacy County Water Control and Improvement District Number One, a water control and improvement district having its territory within the Counties of Hidalgo and Willacy, in the State of Texas to Hidalgo and Willacy Counties Water Control and Improvement District Number One.
SB 168 Caption: Relating to creating the Lower Rio Grande Commission of the State of Texas, providing for a Commission to be composed of three (3) members, to be appointed by the Governor, with the advice and consent of the Senate, setting out their qualifications, tenure, organization, salary and duties, making provisions for appointment of a secretary, hydrographers, engineers, lawyers and other employees to aid in the accomplishment of the purposes of the Commission; requiring records, minutes and accounts to be kept, designating and defining certain waters as being the property of the State of Texas and over which the Commission shall exercise jurisdiction; providing for the Commission to make all rule necessary for its government and proceedings, providing for the establishment and maintenance of an office, providing that it shall be the duty of the Commission to administer, manage and control the distribution of the defined waters in and below the International Reservoir highest upstream now and hereafter constructed to those persons, firms, associations, public and private corporations and other water users entitled to share in beneficial uses of the waters of the Rio Grande in accordance with the laws of the State of Texas.
SB 169 Caption: Relating to providing for the reappropriation of funds heretofore appropriated for the construction and equipment of State Hospitals for tuberculosis patients to replace the State's facilities at Weaver Baker Sanatorium; appropriating funds heretofore or hereafter granted by the Federal Government or any State agency for this purpose.

SB 297 Caption: Relating to authorizing counties on the coast of the Gulf of Mexico having islands within their boundaries susceptible of development for recreational purposes to issue bonds for the construction of roads on such islands, secured by a pledge of tolls to be charged for the use thereof and further by the levy of a tax.
SB 298 Caption: Relating to authorizing the Commissioners Court of Cameron County to issue bonds, time warrants and certificates of indebtedness, payable from the Constitutional Road and Bridge Fund of the county, and to levy and collect taxes in payment therefor, for the purpose of acquiring right-of-way for designated state highways and for such other road and bridge purposes that may now be authorized by law, and providing terms and conditions relating thereto.
SB 332 Caption: Relating to providing for the formation of corporations for the purpose of issuing variable annuity contracts of insurance; repealing all laws or parts of laws in conflict.
SB 374 Caption: Relating to providing that any oil, gas and mineral lease, or oil and gas lease, heretofore granted for a valid consideration by any city, including home rule cities, town, village, county or any of the following political subdivisions of this state: water control and improvement districts, water control and preservation districts, water control districts, water improvement districts, water power control districts, water supply districts, or irrigation districts, shall not be cancelled or held void or voidable because the lessor in any such lease or leases has failed to give notice by newspaper published in the county in which the leased lands are located of the intention to grant any such oil, gas and mineral lease, or oil and gas lease, on lands belonging to such lessor, stating the time and place where bid of such leases were to have been received.
SB 390 Caption: Relating to authorizing and empowering navigation districts heretofore or hereafter organized to provide for and administer a retirement, disability and death compensation fund for officers and employees of the district; providing for the investment, reinvestment and change of investment of such funds; authorizing the Commissioners of said district to adopt a plan or plans for effectuating the purpose of this Act, to provide rules and regulations governing all such compensation and from time to time to change any such plan, rule or regulation; and providing that the recipients or benefits of such fund shall not be eligible for any other pension retirement fund or direct aid from the State of Texas, unless the fund created hereunder is released to the State as a condition precedent to receiving such other aid.

SB 181 Caption: Relating to amending the Uniform Act regulating traffic on highways so as to exempt from this section vehicles used in the actual harvesting and transporting of perishable fresh fruits or vegetables from the fields to a packing or processing plant.

SB 158 Caption: Relating to amending a previous Act, provide for the selection of Judges of the Corporation Courts in cities heretofore or hereafter Incorporated under or adopting or amending their charters under Article II, Section 5, of the Constitution of the State of Texas, in the manner specified in the Charters of such cities; repealing all laws or parts of laws in conflict herewith.
SB 176 Caption: Relating to making it unlawful to drive or operate any motor or other vehicle upon any beach in the State at a rate of speed in excess of twenty-five (25) milers per hour during the daytime and in excess of twenty (20) miles per hour during the nighttime, or at any time while the operator of such vehicle is intoxicated; providing for arrest without warrant for such violations; defining beach and providing the penalty.
SB 188 Caption: Relating to providing procedure for the annexation, by certain cities and towns, with the consent of the corners, of land or territory, to the extent of one-half mile in width, which is vacant and without residents, or no which less than three qualified voters reside, contiguous and adjacent to any incorporated city or town having a population of five thousand (5,000) or less inhabitants, according to the last preceding Federal Census; providing that this Act shall be cumulative with other laws on the subject of annexation of territory by cities and towns.
SB 212 Caption: Relating to creating and establishing Road District Number 9 of Hidalgo County, Texas, under Article III, Section 52 of the Constitution of Texas for the purpose of construction, operation, and maintenance of macadamized, graveled, or paved roads or turnpikes, or in aid thereof; providing that the provisions of this Act shall prevail in the event of conflict with any other General or Special Laws; providing that if any provision hereof is held to be invalid such holding shall not affect the other provisions hereof.
SB 235 Caption: Relating to making an emergency appropriation to the State Department of Agriculture, Division of Horticulture and Plant Quarantines, for the purpose of employing personnel and paying their expenses to search for and inspect host plants of dangerous citrus insect, pest or plant diseases, especially for Citrus Black Fly, on road stations leading into the Citrus Belt of Texas and on International Bridges between the United States and the Republic of Mexico.
SB 236 Caption: Relating to amending a previous Act, providing for appeals to the Court of Civil Appeals in forcible entry and detainer suits; repealing all laws in conflict herewith.

SB 454 Caption: Relating to extending oil and gas mineral leases granted by the State on areas covered by the coastal waters of the State or within the Gulf of Mexico in cases in which the War Department refuses to grant permits to the lessee or the owner of the lease to drill thereon, providing for annual applications by the lessee to the War Department for permits, providing for the payment of rentals during the extended term of the lease, providing that if a permit is granted during the extended term of the lease the lease will continue in force thereafter if the lessee commences operations within sixty (60) days after obtaining a permit and so long as the lessee shall continue drilling operations or if oil is discovered so long as oil, gas or other mineral is produced.
SB 486 Caption: Relating to amending a certain Act providing that officers, enlisted men, selectees or draftees of the Army, Army Reserve, National Guard, Navy, Naval Reserve, or the Marine Corps of the United States, stationed within this State by assignment to duty, shall be permitted to enroll their children in State institutions of higher learning by paying the tuition fees and other fees or charges provided for residents of the State without regard to the length of time such officers, enlisted men, selectees or draftees have been stationed on active duty within the State.
