Barrett of Bell County, Texas, permission to bring suit against the State of Texas and the State Highway Department, in the District Court of Bell County, Texas, for damages sustained to his property by the construction of roadbed and culvert adjacent to his land upon Highway Number 2 in Bell County, Texas.
