Charges: This report should address the charges below.
1. Future Water Supply: Examine current laws, processes, and water storage options and availability. Make recommendations promoting the state's water supply, storage, availability, valuation, movement, and development of new sources.
2. River Authority Infrastructure: Examine the roles and responsibilities of river authorities in maintaining their managed assets including, but not limited to, dams. Evaluate the impact on the economy, water supply, and flood control due to deferred maintenance. Make recommendations to promote infrastructure stability and maintain the usability of these bodies of water.
3. Groundwater Regulatory Framework: Study the state's groundwater regulatory framework and make recommendations to improve groundwater regulation, management, and permitting.
4. Monitoring: Monitor the implementation of legislation addressed by the Senate Committees on Natural Resources and Economic Development and Water and Rural Affairs passed by the 86th Legislature, as well as relevant agencies and programs under each committee's jurisdiction. Specifically, make recommendations for any legislation needed to improve, enhance, or complete implementation of the following:
  • SB 6, SB 7, SB 8, and SB 500, relating to disaster response and recovery, disaster funds, state-wide flood planning, and dam maintenance;
  • SB 698, related to expedited permitting;
  • SB 700, relating to water utility ratemaking reform;
  • SB 2272, relating to certain amendment and revocation procedures;
  • HB 1325, relating to the production and regulation of hemp; and
  • HB 3557, relating to civil and criminal liability for engaging in certain conduct involving a critical infrastructure facility.

Charges: This report should address the charges below.
1. Investigate the sit-ins and demonstrations in Marshall in March and April of 1960. *
2. Determine whether or nor international, national or other outside influences or pressures are being used, or have been used, within the State of Texas for the purpose of violating property rights, fomenting disturbances of the peace and conducting economic boycotts against local business enterprises
3. To determine whether boycott activities of a direct or secondary nature are being conducted.
4. Determine whether or not a conspiracy composed of Communist-front organizations and other undesirable elements exists for the purpose of teaching and promoting persons to violate property rights through mass demonstrations, boycotts and other undesirable tactics.
5. Determine whether facilities supported by funds from public tax sources, and by funds from public solicitations and drives for school construction and operation, and tax-exempt facilities, have been used to aid and abet such a conspiracy for agitation.
6. Determine whether or not the permanent injunction issued by the 7th Judicial Court of Smith County against the National Association for the Advancement of Colored People is being violated.
7. Determine the effect of deliberate economic and racial agitation in the State of Texas and to recommend legislation aimed at strengthening the ability of the State of Texas to maintain the harmonious and peaceful relationship between races which has existed for so many years in this State.
8. Investigate charges of carelessness, negligence and mismangement in the operation of the Willacy County Navigation District. *
9. Investigate the breakdown of local law enforcement in Potter and Randall counties.
10. Initiate and continue any and all inquiries and hearings into matters pertaining to the State Government and any units or subdivisions within the State of Texas, and all other matters considered by said committee to be needed for the information of the Legislature and for the welfare and protection of the citizens of this state.
