1.	Study current funding formulae and programs of junior/community colleges in Texas and develop an equitable funding pattern which meets the future needs of these institutions. Specifically, determine: 1. how the formulae need to be adjusted to meet costs; 2. the problems of small taxing districts and small enrollments in junior colleges; 3. how to deal with declining, as well as fast growth enrollments.
