- To consider, investigate and determine, under the Constitution and laws of Texas, the distinct and specific fields of operation to pursued by each of said institutions (Agricultural and Mechanical College, the University of Texas, the Extension Boards, the Department of Education, the Warehouse and Marketing Departments and the Department of Agriculture), so as to avoid and eliminate the duplicating and friction existing among the institutions and that the committee be allowed sufficient time to minutely go into these matters and to prescribe the exact sphere of said institutions to the end that this Legislature be requested to make appropriations for each institution in the sphere of activity prescribed by the committee only.*

Davis were added to the committee appointed during the Regular Session H.J. of Tex., 35th Leg., 1st C.S. 48 (1917). Sen. Alderdice, Rep. Terrell, Rep. Woods, and Rep. Davis did not sign report. Sen. Bee signed report H.J. of Tex., 35th Leg., 1st C.S. 358 (1917).
