- Study the tax and financial situation in Texas with a view of distributing the tax burden more equitably by bringing all property under taxation of wealth now escaping its just burden; and of devising ways and means of amending our laws on taxation so that the inequalities and unfairness which now exist in our system and its administration will be eliminated as nearly as possible.
