- To monitor all activities and to have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 36.
- To study the Railroad Commission Article 606 tax and it's impact on intrastate pipelines, interstate pipelines, brokers, producers with end-use sales and their customers.
- To study the equity of the current health maintenance organization tax system and the feasibility of alternatives and whether health maintenance organizations should be taxed as health care providers or as indemnity insurers.
- To study effective property tax administration, including consolidating collections, increased privatization of collections and other options, comparative collections, increased privatization of collections and other states and potential local consolidation in property tax administration.
