To monitor all activities and to have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 5.

To study the contract procurement processes of the criminal justice agencies.

To study the implementation of electronic monitoring as a sentencing alternative.

To study the use, sale and distribution of drugs within the Texas Department of Corrections.

To study the feasibility of merging the supervisory functions of the Texas Board of Pardons and Paroles with the Texas Adult Probation Commission.

To study the impact of drug rehabilitation programs on the probationers, inmates and parolees.

To study the impact of AIDS and drug testing on the prison system.

To study the feasibility of consolidation of medical staff for all agencies within the criminal justice system.
