- To monitor all activities and to have budget oversight responsibilities for those agencies, boards and commissions as listed in Rule 3, Section 5.
- To study the contract procurement processes of the criminal justice agencies.
- To study the implementation of electronic monitoring as a sentencing alternative.
- To study the use, sale and distribution of drugs within the Texas Department of Corrections.
- To study the feasibility of merging the supervisory functions of the Texas Board of Pardons and Paroles with the Texas Adult Probation Commission.
- To study the impact of drug rehabilitation programs on the probationers, inmates and parolees.
- To study the impact of AIDS and drug testing on the prison system.
- To study the feasibility of consolidation of medical staff for all agencies within the criminal justice system.
