- Study the need for and feasibility of establishing urban rapid transit facilities, particularly in and around regional air traffic centers in Texas. Investigate means of funding transit systems. Examine existing and proposed mass transportation systems to see if the state can assist or encourage the development of such systems by private enterprise or as a public utility.*
