- The State Building Commission be authorized to make a study concerning the feasibility of constructing a State Emergency Operating Center and, if found feasible, to make preliminary plans and estimates of cost and recommendation of location provided however, that before any such action is taken there shall be one Senator appointed by the Lieutenant Governor and one Representative appointed by the Speaker of the House and that they shall first agree to such action.

2nd C.S.: Culp Krueger appointed by Lieutenant Governor (Senate Journal, 57th 2nd C.S., p. 50), pursuant to HCR 18, 57th 1st C.S.
3rd C.S.: Galloway Calhoun (Member) appointed by Lieutenant Governor (Senate Journal, 57th 3rd C.S., p. 341) to replace Krueger (resigned).
