Charges

• Monitor and oversee legislation enacted during the 72nd Regular and Special Called Session that was considered by the Natural Resources Committee; Performance Audit Review Recommendations; and any agency-initiated changes.

• Carry out budget and oversight responsibilities for all agencies, boards, and commissions listed in Rule 3, Section 24.
  
  A. Monitor and oversee documenation of salary increases.
  
  B. Verify the number and status of outcomes and outputs as identified in the Appropriations Bill (HB 1, 72nd Legislature, 1st Called Session).
  
  C. Review agencies' existing performance standards and determine whether new standards are needed.

• Continue studies on the regulation and protection of the Edwards Aquifer, including but not limited to:
  
  A. Examining implications of future legal judgements to be entered regarding the Edwards;
  
  B. Searching for an equitable solution for all regional interest, including downstream users of the Edwards;
  
  C. Studying ways to create a high quality and dependable water source for San Antonio and surrounding areas;
  
  D. Looking at possibility of a mandatory region-wide uniform conservation program/voluntary demand reduction program.

• Consider authorizing counties to work with localities in developing land use regulations for environmentally sensitive areas.

• Continue work on the revision of the Water Code.

• Investigate the best methods for financing water quality initiatives and other environmental protection programs. Include studying cost of environmental programs in terms of property taxes, fees or economic development.

• Investigate all issues relevant to Texas surface water including:
  
  A. Water Conservation
  B. The transfer of conversion of water rights;
  C. Cancellation of water rights;
  D. The enforcement of water rights, including the use of a watermaster.

• Investigate alternative water supplies statewide.

• Study the creation and role of solid waste management districts.
