- Conduct a study of family violence in Texas and appropriate and effective means of responding to this problem.
- Conduct a study of the low-functioning rubella population of Texas, including documentation of the size of the population, the degree and nature of their impairments, and the resulting impact on state programs.
- Conduct a study of the standards which should be established for health care services provided by school districts and of the standards for staffing of school health programs.
- Conduct an investigation of the health-care needs of the medically indigent population of Texas and persons living in medically underserved areas of the state.
- Conduct such interim studies and evaluations of human services programs as are necessary to determine the appropriate role of the agencies involved and the effect on citizens receiving services from these prorams.

Conduct the following monitoring activities:
(1) a follow-up on the modification of state agency regulations relating to the licensure of community-based facilities treating autism and other serious behavioral disorders;
(2) monitoring the development and implementation of the continuum of care for elderly and disabled Texans and the client needs assessment system; and
(3) monitoring the system of Intermediate Care Facilities (ICF-MR) and the state's involvement in and regulation of the program.
