Charges

Study Title II, Subtitle A and Title III of the Family Code, with a view toward recommendations modifying and expanding the statutes, including but not limited to:
(a) parental kidnapping;
(b) the disposition of juvenile cases
(c) special issued in suits affecting the parent-child relationship;
(d) mandatory requirements for court interpreters; and
(e) grandparent visitation.
- Study the preservation of records of the courts of appeal and district courts.
- Study the rules of evidence for civil cases.
- Review the hearing and investigative processes of the Judicial Conduct Commission.
- Review the general rules of venue.
- Study the Open Meetings Act to determine if changes are necessary to make the Act more effective.
- Investigate the need to simplify jury instructions and general charges.
- Study the feasibility of making punishment provisions for offenses mentioned in the various codes and civil statutes conform to the classes of offenses set out in the Texas Penal Code.
- Examine the statutes of limitations.

Oversight functions shall be conducted for all appropriations-related actions of those agencies assigned to this committee for appropriative purposes during the 67th Regular Session of the Legislature. In addition, a study should be made of the impact of any federal cuts, and the differences in the operational aspect of the agencies under block vs. categorical grants. Close scrutiny should be given to each agency to ascertain if legislative intent is being carried out in the rules promulgated by the agency and if the rules are feasible and practical in their application. These agencies include:
