HBA-BSM S.B. 837 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 837 By: Shapleigh Higher Education 4/29/2001 Engrossed BACKGROUND AND PURPOSE When the Border Health Institute was created by the 76th Legislature in 1999, no provision was made requiring its governing board to develop and implement a strategic plan. Senate Bill 837 requires the governing board of the Border Health Institute to develop a 10-year strategic plan and update the plan biennially. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 837 amends the Education Code to require the governing board of the Border Health Institute (institute), in consultation with the institute's members, to develop a 10-year strategic plan not later than December 15, 2002 to guide and evaluate the institute's progress toward achieving the purposes of the institute. The strategic plan must include: _goals, objectives, and performance standards for each of the institute's programs and a description of how those programs help the institute to achieve its purposes; _an assessment of the needs of the institute's programs and faculty; and _an assessment of the institute's need for new initiatives. The bill requires the governing board of the institute to update the strategic plan at least biennially. The bill also requires the governing board of the institute to submit not later than December 15 of each evennumbered year to the legislature and the Texas Higher Education Coordinating Board a report concerning the strategic plan, including any recommendations for legislative action. EFFECTIVE DATE September 1, 2001.
