HBA-CBW, JLV S.B. 72 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 72 By: Haywood Higher Education 3/18/2001 Engrossed BACKGROUND AND PURPOSE Since 1971, the operating statute of Texas Women's University has used the terms chairman and vice chairman for the board of regents. Senate Bill 72 changes those terms to presiding officer and assistant presiding officer of the board of regents, rather than chairman and vice chairman. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 72 amends the Education Code to change the title of the chairman of the Texas Woman's University board of regents to presiding officer and to change the title of the vice chairman of the board of regents to assistant presiding officer. EFFECTIVE DATE On passage.
